A sideways scan is the usual reason to open this page: a few sheets went through the feeder the wrong way, and now the file opens with landscape pages in a portrait document. This page opens with the Rotate all pages row first, so a PDF that was scanned entirely sideways is fixed with one press of Left 90° or Right 90°, and a page that is upside down needs Turn 180°. For a mixed document, select the crooked pages in the grid and use Rotate left or Rotate right above them, or the buttons on a single page. The thumbnails turn straight away, so you see the result before you save. Saving changes only each page's rotation setting. The text and images are copied as they are, which means no loss of sharpness, but it also means this tool cannot straighten a page that was scanned at a slight angle. The new file is named like your original with -rotated added, and the original is never changed.
Every page of your PDF appears as a thumbnail. Drag a page to a new place and a bar shows where it will land; on a phone, press and hold a page for a moment first, so a normal swipe still scrolls. If you would rather not drag, each page has Move earlier and Move later buttons, and a focused page moves with Alt plus the left or right arrow key. Under every thumbnail the number is the page's new position, and a page that has moved also shows where it started, such as was p. 5. Nothing is saved until you press Save PDF, and the original file on your device is never changed. This tool does not merge other PDFs, add blank pages or copy a page twice; for joining files use Merge PDF.
A PDF page carries a rotation setting, a multiple of 90 degrees that tells the viewer how to turn the page when it opens it. Rotating here changes only that setting, so the text, images and fonts are copied across untouched and quality does not change. A page that was already turned is handled correctly: if a scanned page is stored with a 90 degree turn and you turn it a further 270 degrees, it is saved with no turn at all. You can rotate one page with the buttons on its thumbnail, several pages by selecting them first, or every page at once with the Rotate all pages buttons. The thumbnails turn on screen at once without being redrawn.
Delete removes a page from the new PDF, not from your original file. Deleted pages no longer appear in the new PDF, and links to them are removed. Parts of a deleted page, such as a picture or font that the PDF stores once for several pages, or an attached file, can still be inside the file where special software could find them. If a deleted page is confidential, run the result through Compress PDF, which rebuilds every page as a picture. Bookmarks are not kept, fillable form fields may stop working and their boxes may look different, and files attached to a page are not carried over; the page tells you when your file has bookmarks or fields. Select pages by clicking them, or type page numbers such as 2-3, 7 into the Delete by page numbers box and press Select; the numbers count the pages as they are shown now, after any reordering, not the original numbers. Then press Delete above the pages. You cannot delete every page, because a PDF needs at least one. Undo and Redo keep your last 50 changes, with the buttons or with Ctrl or Cmd plus Z and Shift plus Ctrl or Cmd plus Z. A whole drag, one Rotate all press and one Delete of several pages each count as one step. Save PDF stays off until something has changed.
The PDF is read and rebuilt by your browser, in this tab. There is no upload step and no server that receives the file. The page counts visits with Google Analytics, using rough groups such as 1 to 10 MB, never a file name, a page number or a page count. Your device's memory sets the limits. The tool warns before opening a PDF over 200 MB or with more than 1000 pages, and it works on one file at a time. Page previews are small images drawn only for the pages near the screen, so a long document stays light. Password-protected PDFs are refused with a message asking you to remove the password first; this tool does not remove passwords.
Yes. Use the Rotate page right or Rotate page left button under that page's thumbnail. To turn a few pages together, click them to select them and use Rotate right or Rotate left above the grid. A 5-page scan with pages 2 and 4 sideways needs two clicks to select and one to turn.
Pages are saved with a standard rotation setting of 0, 90, 180 or 270 degrees, which PDF viewers honour. If a page was already stored with a turn, yours is added to it, so a page that shows sideways today comes out upright after the matching turn.
No. This tool turns pages in steps of 90 degrees and does not edit the picture on the page, so a scan that is a few degrees off stays that way. Rescan it flat, or use an image editor on the scan before building the PDF.

Open Rotate all pages in the Quick actions and press Left 90°, Right 90° or Turn 180°. Every page that is still in the document turns at once, and you can undo it in one step. To turn only some pages, select them first and use Rotate right or Rotate left above the pages.

No. Rotating changes only the page's rotation setting. The text, images and fonts are copied into the new PDF without being drawn again or compressed a second time, so a scanned page looks exactly as sharp after a 90 degree turn as before.
Not here. This tool works on one PDF and only reorders, rotates and deletes its pages. To join two or more PDFs into one, use Merge PDF, and to pull a few pages out into a separate file, use Split PDF.
Your turn is added to the page's own rotation. A page stored with a 90 degree turn that you turn 270 degrees further is saved with no turn, and one you turn 90 degrees further is saved at 180. The thumbnail always shows the page the way it will look.
